Earmarked taxes

Taxes on income or consumption whose revenues (or a specified proportion of these) are reserved specifically for the purpose of financing social protection, either generally or for a specific risk (e.g. payroll taxes or taxes levied on alcohol or tobacco to finance healthcare).
